Background¶
CDCB Fee codes are used to determine how much the nominator should collect for the CDCB evaluation of an animal. For US animals in particular, the fee codes 1-5 are currently assigned based on credits determined by phenotypic data contributions into the National Cooperator Database. These data contributions are associated with specific herd codes. When nominating an animal in a Format 1G, a nominator should indicate the herd code in the group/herd code field. In the case that a herd code is not available, the nomination should indicate the animal's country code of origin in the first 3 positions of the field (ex., USA, CHN, BRA, etc.). Following the group, the nomination should indicate the genotype recipient code in position 138 (more details available in the following documentation: Exchange_of_genotypes_with_Lactanet and Updating_the_Recipient_Code_of_Nominations). Following that, in position 139, is the fee code assigned by the nominator. Finally, the Format 1G can also contain an optional Herd Difference Reason code (HRC), if applicable. The HRC should only be used in specific cases, which are outlined here. The fields group/herd, fee code, and HRC interact with each other

All of the current fee code assigned fees are shown here in the reference documentation. The US fee codes in particular range from 1-5. Below are the credit levels assigned based on their data contribution and their fee amounts:Females

Fees are currently recalculated every tri-annual period (April, August, December). Fees are not retroactively recalculated if data corrections or submissions are made in the interim period.
Fee Code determination during processing¶
While processing nominations, whether they come in through Format 1G SFTP submissions or WebConnect, CDCB-determined fees are always going to be based on the lowest found fee possible for the animal. Animals are first checked for their presence in a DHIA herd, and if they are not found, their dam is checked for their presence in a DHIA herd. This means that the herd code on the incoming nomination may not be the herd that the animal gets assigned a fee code from if the animal and its dam are not found in that herd. Some specific HRCs (M and P) can be used to determine that the herd code used in the nomination should be used over the CDCB-determined herd code. If an animal or its dam is found in a different herd with a different fee code than what is provided, and the herd is associated with a different and lower fee code, the fee code will be updated to that (unless blocked by an HRC). If an animal is not found in a herd, and the dam is missing from the pedigree or is blanked from the pedigree, that can also have implications on the fee code. In these cases, the fee code can be mistakenly assigned to 7
As stated in the HRC reference, HRCs should only be used when necessary, and usage is tracked by CDCB. For animals that do have a USA herd code, but that herd is not active in DHIA testing, it is appropriate to use an HRC=U so that the animal is assigned a US fee code of 5. If an animal and its dam are unlikely to be found in their respective DHIA herd because the herd does not send heifer records, it is appropriate to use a HRC=N. If an animal is purchased and no longer associated with the herd of the dam, an HRC=P is appropriate. If an animal belongs to a farm that has multiple sites, and the site where a majority of the type and DHIA testing data is collected has a different herd code than the site where calvings are recorded, it is appropriate to use an HRC=M to get the calf assigned to the herd code that has data credits applied. As stated in the documentation, it is inappropriate to use HRC codes N, M, and P without a valid DHIA herd code in the nomination group/herd field. It is also inappropriate to use HRC=U for non-USA animals.
Return Codes associated with changed Herd Codes, Fee Codes, and HRCs¶
The following return codes may be seen in notify_VAL and/or notify_ERR files for nominations:- Was the nomination successful?
- 0Ri: return code indicates an acceptance (Y) or a rejection (N) of a nomination
- Herd ID/Group changed:
- 0Rj: a different herd code was used - herd code provided in the nomination was changed to reflect the herd that the animal or its dam were found in
- 0Rn: animal or dam not found in the nomination herd - animal was not found in the herd code provided. Does not mean that the herd code of the nomination was changed, and could be expected if HRCs such as N were used in the nomination
- 0Rp: herd code not found in herd table - the provided nomination herd is not a valid DHIA test herd
- Fee Code changed/updated:
- 0Rd: Animal being nominated is a non-genomic breed, which can only be nominated for parentage validation - fee code updated to 8
- 0Rg: fee code missing in the nomination - changed to N
- 0Rk: a different fee code was assigned - this is often coupled with a 0Rj code, as this often occurs when the herd in the nomination is not used to determine the fee. Could also happen if the herd code assigned has a different fee level than indicated
- 0Rr: New fee rejected because animal has already been billed/extracted for a weekly evaluation
- 0Rw: Invalid fee code used for animal - ex. H for female animal, changed to N
- Genotype Recipient Code:
- 0Rx: Recipient code is invalid; changed to blank - valid values are 'L' and 'D'
- HRC code blanked:
- 0Rh: Genotype nomination has invalid herd reason code (P/M/N/U) and is changed to blank
